INDEPENDENT EMPLOYER UNIONS (A - M) AKDENIZ BÖLGESI EKMEK SANAYII ISVERENLERI SENDIKASI UNION OF BREAD INDUSTRY EMPLOYERS IN THE MEDITERRANEAN REGION Independent employer union founded in Antalya on September 30, 1947 to operate in the food branch, originally under the name of Antalya Union of Bakery Owners. The Association of Bread-Makers in Antalya was established on June 18, 1947. This association was converted into a union after the Trade Union Act number 5018 came into force. The union is based in Antalya and was founded by Ali Kacaroglu, Aydin Karakurt, Aydin Kanza, Osman Zeybekoglu, Bayram Alkan and Osman Ersoy. Its temporary board of managers consisted of Bekir Acikbas (chairman), Ibrahim Uckun, Ali Hizir, Hüseyin Oguz, Muharrem Temiz and Hüseyin Zeybek. The union held general assembly meetings on 4.3.1956, 23.7.1957, 16.3.1958, 24.5.1959, in 1961, on 21.1.1962, 29.3.1964, 4.7.1965, 23.7.1967, 15.8.1968, 16.11.1972, 31.3.1974, 13.4.1975, 22.2.1975, 21.3.1976 (extraordinary meeting), 2.6.1978, 11.4.1980, 20.3.1981, 16.4.1982, 18.3.1983. At the last congress Halis Eminoglu was elected as chairman and Ragip Irmak as general secretary. In 1976 the Union of Bakery Employers in the Antalya Region abolished itself and merged with this union. The union reported 16 members in 1956, 25 as of end-1970, 41 as of 1975 and 31 as of end-1980. The union has not any organizational activity.
AMBAR-IS
(NAKLIYE AMBAR VE DEPOLAMA BENZERI ISYERLERI ISVERENLERI SENDIKASI)
Independent employer union founded in Ankara on January 15, 1991 to operate in the storage and warehouses branch, originally under the name of Ambar-Is. The union is based in Ankara and was founded by Adnan Özdemir, Murat Sahin, Abdullah Tuna, Fevzi Ardic, Kemal Islek, Murat Yilmaz and Alihan Yildirim. The activity report presented to the Second Ordinary General Assembly meeting of the union states, in connection with its foundation, that the 7 warehouse employers in Ankara first contacted Nak-Is Union based in Istanbul, but when their request for assistance was left unanswered they launched activities for establishing a separate union under the name of Anbar-Is". The union held general assembly meetings on August 3-4, 1991 and December 26, 1993. At the last congress Semih Hekimoglu, Fevzi Ardic, Ali Osman Haydar and Alihan Yildirim were elected to the board, but Semih Yildirim resigned from his position as chairman on September 10, 1994 and was replaced by Ismet Beyazkilic. The charter of the union stipulates the holding of the general assembly meeting every 3 years. The activity report to the first congress stated that when workers who were members of Tümtis Union employed in the workplaces organized by Anbar-Is called a one-day sympathy strike with the striking workers at the Zonguldak mines, the union decided to start an investigation and to leave the dismissal of the involved workers to the discretion of the affiliated employers. The union does not have any branches or periodical publications. It has not reported any information about its members.
AMBAR-SEN
(NAKLIYAT AMBARLARI, NAKLIYE MUTEAHHITLERI VE KOMISYONCULARI VE KARGO ISVERENLERI SENDIKASI)
Independent employer union founded in Izmir on September 13, 1991 to operate in the land transport branch. The union is based in Izmir and its founders include transport companies Y. Varan-Koc, Genc Nakliyat, and Kalafatoglu Nakliyat, the representatives of which, Mustafa Yigit, Mehmet Özen and Deniz Kalafatoglu, respectively, constituted the temporary board of managers. Ambar-Sen held general assembly meetings on March 28-29, 1992, March 13, 1993, and March 25, 1995. The board elected at its last general assembly and still in office as of 1996 consists of Celal Gökelma, Mustafa Yigit, Mehmet Özen and Ramazan Tutas. The union does not have any branches or periodical publications. It has not reported any information about its members.
ANKARA, ISTANBUL VE ANADOLU GAZETE SAHIPLERI SENDIKASI
UNION OF NEWSPAPER OWNERS IN ANKARA, ISTANBUL AND ANATOLIA Independent employer union founded in Ankara on December 14, 1971 to operate in the press and publishing branch, originally under the name of Union of Newspaper Owners in Ankara. The union is based in Ankara. Its temporary board of managers consisted of Yasar Aysev (chairman), Naim Tirali (deputy chairman), Kemal Cukurkavakli (general secretary), Ismet Özkan and Sahin Aymete. The union held general assembly meetings on: 20.2.1972, 24.2.1974, 18.1.1975, 21-22.3.1976 (extraordinary meeting), 27.3.1977, 16.3.1978, 5.4.1979, 26.1.1980, 14.11.1981, 16.12.1983, 16-18.12.1984 (extraordinary), 8-9.6.1985 (extraordinary), 25.6.1988, 1-2.2.1992 and 9-10.7.1994. The last congress elected Mustafa Ayverdi (chairman), S. Yilmaz Serefhan (vice-chairman), Alaattin Kocak and Taner Horoz to the board. In 1983 the general assembly of the union decided to organize on a national level and its name was altered accordingly to Union of Newspaper Owners in Ankara, Istanbul and Anatolia. In 1988 the name was amended as Union of Newspaper Employers, but was changed back to Union of Newspaper Owners in Ankara, Istanbul and Anatolia in 1994. At the congresses of the union the press committee of the parliament and other governmental officials were often criticised for their announcements and legislation that aimed to exterminate serious, and particularly regional, dailies and to foster the monopoly of several large newspapers on the market. It reported a membership of 13 as of end-1972, 15 as of end-1973, 17 as of May 1975 and 19 as of 1979. For 1996 it has not reported any information.

Independent employer union founded in Konya on November 4, 1983 to operate in the metal branch. The union is based in Konya and was founded by 25 employers including Ismail Cila, Mevlut Cimen, Yusuf Genc, Süleyman Sakalak, Tahir Öztekin, Süleyman Nalvuran, Hikmet Büyükipekci, Ibrahim Kececi and Ahmet Alaybeyi. The union held general assembly meetings on April 12-13, 1986, April 25, 1988, April 14-15, 1990, April 18, 1992 and May 7-8, 1994. The last congress elected Fahrettin Öztekin (chairman), Evhadettin Irdiri (vice-chairman), Mithat Erol (secretary), Yusuf Genc to the board. The activity report to the last general assembly stressed that one of the fundamental principles of the union was to take the necessary measures against the organizational attempts of labour unions in order to prevent them from disturbing industrial peace". Independent employer union founded in Ankara on January 23, 1995 to operate in the services branch. The union is based in Ankara and was founded by the mayors of Greater Adana, Aydin, Malazgirt, Cigli, Esme, Giresun, Afyon, Bursa, Iskenderun, Tekirdag, Ordu and Besni. Of these mayors, who established the union in the name of their municipalities, one was the nominee of the Nationalist Movement Party, one of the Democratic Left Party and the others of the True Path Party and Motherland Party. The first general assembly of the union convened on July 15-16, 1995, discussed the matter of affiliation to TISK, and elected Aytac Durak, Erdem Sakar, Sami Gökdeniz, Mehmet Larcin, Süleyman Canan, Erdal Akar, Erhan Akcay, Hüseyin Sariaslan ve Mete Aslan to the board. Süleyman Canan resigned afterwards and was replaced by Cengiz Tuna. The union does not have any branches or periodical publications. At present 61 municipalities are affiliated to the union, among them those of Adana, Bursa, Izmir, Bodrum and Dalaman.

UNION OF BREAD INDUSTRY EMPLOYERS Independent employer union founded in Istanbul on November 17, 1967 to operate in the food branch, originally under the name of Istanbul Ekmek Sanayii Isverenleri Sendikasi (Istanbul Union of Bread Industry Employers); affiliated to the Federation of Bread Industry Employers of Turkey until 1983. The union is based in Istanbul and was founded by Hulusi Akpulat, I.Hakki Keceli, Hüseyin Memik, Cemal Vural, Celal Yazici, Fazli Yavuz, Ahmet Unal, Hasan Kocaer, Ibrahim Ondur, Kazim Aydin, Hilmi Isik, Süleyman Emiroglu, Ali Askin, Hikmet Boran and Riza Varol. The general assembly meetings of the union were held on February 14, 1969, July 15, 1971, March 31, 1973, September 29, 1977, March 7, 1978 (extraordinary), April 1, 1979, March 20, 1980 (extraordinary), April 8, 1982, in 1983 (extraordinary), August 2, 1985 (extraordinary), June 17-18, 1989 and May 14-15, 1994. At the last congress the following were elected to the board: Ismail Hakki Keceli (chairman), Muharrem Keceli (deputy chairman), Mustafa Celik (vice-chairman), Ali Erdogan (accountant), Mustafa Bogaz (vice-chairman), Nihat Mahmutoglu (organization secretary), Avni Yilmaz (treasurer), Miray Okumusoglu (general secretary) and Burhan Canbaz (assistant organization secretary). The union adopted its present name in 1983. It does not have any branches or periodical publications. It reported 313 members (2 of them women) on December 31, 1971, 404 (8 women) on May 15, 1975, and 581 on December 31, 1980. The union has not reported any information about its members.

UNION OF BREAD INDUSTRY EMPLOYERS Independent employer union founded in Konya on November 8, 1965 to operate in the food branch, originally under the name of Konya Union of Bread Industry Employers. The union is based in Konya and was founded by Nazim Mutluer, Hüseyin Ilkbahar, Süleyman Cimen, Halil Arik, Ibrahim Gültekin, Mehmet Sari, Isa Cakir, Fikri Bakis and Mustafa Öztabag. The union held general assembly meetings on: October 18, 1971; February 16, 1974; May 25, 1975; May 25, 1977; October 25, 1977 (extraordinary meeting); December 24, 1979; April 21, 1981 and May 10, 1983. At the last meeting Ferhat Tekin was elected as chairman, Sefer Akdag as deputy chairman and Mehmet Ilkbahar as general secretary. The union has not any branch. Independent employer union founded in Ankara on March 28, 1988, to operate in the accommodation and entertainment facilities branch, originally under the name of Eglen-Sen (Union of Employers of Casinos, Bars, Nightclubs, Dancing Pavilions, Taverns and Entertainment Facilities of Turkey). The union is based in Ankara and was founded by Talat Aydin, Yusuf Yurtkuran, Musa Harun and their 7 colleagues. The general assembly meetings of the union were held on October 15, 1988, November 9, 1991 and May 14-15, 1994. At the last congress Hasan Fidan was elected as chairman, Cesur Mese as general secretary, and Suat Akin as finance secretary. The union adopted its present name in 1994. It does not have any branches or periodical publications. It reported 29 members in 1994.
GENEL EKMEK SANAYII ISVERENLERI SENDIKASI
GENERAL UNION OF BREAD INDUSTRY EMPLOYERS Independent employer union founded in Zonguldak on September 16, 1974 to operate in the food branch, originally under the name of Zes-Is (Zonguldak Union of Bread Industry Employers). The union is based in Zonguldak and was founded by Yasar Ali Haberal, Osman Kutu, Mustafa Yildirim, Mehmet Hamamcioglu, Ahmet Özer, Bahri Papila, Mustafa Kaldirim, Ismail Sanal, Mehmet Ibrahim Ipbüken. The first general assembly meeting was held on October 3, 1975. A letter sent to the Ministry of Labour on June 6, 1979 stated that the union was active, but could not for various reasons convene its general assembly. In June 1980 the Zonguldak Police Department initiated action for the liquidation of the union on the grounds that it had failed to hold its congress on time, but while this action was still in progress the extraordinary general assembly met on December 11, 1983, and changed the name of the union to General Union of Bread Industry Employers. The following general assembly meetings were held on December 23, 1984 (extraordinary); January 31, 1987 and June 3, 1990. The last general assembly on December 24, 1994 elected Yasar Ali Haberal, Tekin Sanal, Reha Kutaer and Osman Kutu to the board. The union reported 30 members in 1976 and 34 members in 1977. It has not reported any information about its members in 1996.

Independent employer union founded in Bursa on September 29, 1972 to operate in the food branch, originally under the name of Bekunsa (Bursa Union of Bread, Flour and Flour Products Industry Employers). The union is based in Bursa and was founded by Mecit Kasaroglu, Mehmet Azizoglu, Sabri Yedikardes, Remzi Tüfekci, Rahmi Tekin, Ali Bayram and Ali Simsek, all of them bakers. The union is based in Eskisehir and was founded by Fuat Tiryaki, Kemal Alac, Halil Basaran, Ahmet Sine, Dursun Yildirim, Kazim Demirci and Ibrahim Topcu. UNION OF CONSTRUCTION CONTRACTORS Independent employer union founded in Tokat on February 8, 1984 to operate in the construction branch. The union is based in Tokat and was founded by Abdülkadir Ulukaya (chairman of the temporary board), Coskun Yapici, Ali Akaivren, Muhsin Yesilayar, Levent Akcay, Ahmet Yildiz and Ibrahim Meydanoglu. The union held general assembly meetings on: August 12, 1984, October 19, 1985 (extraordinary), April 2, 1988, April 6, 1991 and May 12, 1993. The union is based in Ankara and was founded by Hikmet Tombul, Mehmet Yüksel, Ismet Kaya, Rauf Diyarbakirli, Mahmut Tacyildiz, Ömer Alas, Mustafa Özbey, Ahmet Göktürk, Fikri Aydogmus and Nurettin Karabekmez. The union held general assembly meetings on: July 20, 1988; September 1, 1990; and February 29, 1992. At the last congress Hikmet Tombul was elected chairman and Ekrem Bakir deputy chairman. The Ministry of Labour and Social Security sent a letter to the Governor of Malatya in 1995, inquiring whether the union was still active as it had not convened its compulsory organs within the required period. Independent employer union founded in Ankara on October 6, 1989 to operate in the metal branch. The union is based in Ankara and was founded by Mümin Erkunt, Abdurrahman Nantu, Hüseyin Arabul, Mehmet Vidinlisan, Ismet Celebioglu, Taylan Sarlak, Eyüp Cakir, Idris Yamantürk, Elhan Özerson, Alaattin Ceceli, Haluk Türkmen, Erdogan Yildiz, Ali Hilmi Akbas, Erdinc Talu and M. Reset Ögütcü. The union held general assembly meetings on: May 5-6, 1990, March 21-22, 1992, April 30-May 1, 1994 and December 20-21, 1997. The board elected at the last congress and still in office consists of Mümin Erkunt (chairman), Hüseyin Arabul, Hikmet Celebcioglu, Sabahattin Öztürk and Nedim Kilic.
