TEK GENEL-SEN

(GENEL HIZMETLER ISCILERI SENDIKASI)
UNION OF GENERAL SERVICE WORKERS

Labour union founded in 1976 in Ankara to operate in the services branch, originally under the name of Türk Genel-Sen (Union of General Service and Municipal Workers of Turkey); affiliated to MISK.

It was founded by Kadri Catmatas, Tahir Öner, Mustafa Ak, Mahmut Yildirim, Hüseyin Korkmaz, Hidayet Celiköz, Nurettin Kaplan, Sükrü Aktas, Abdullah Keles and Nuri Özge.

The union held general assembly meetings on: 23.7.1979 (extraordinary), 10.4.1993 (extraordinary), 17-18.4.1993, 22.5.1993 (extraordinary), 28.5.1994 and 22.4.1995 (extraordinary). The board is composed of Fettah Akan (chairman and general secretary) and Mehmet Sasmaz.

After the military coup in 1980, Genel-Sen was banned and put under trusteeship, together with MISK and its other affiliates. The union remained closed, however, after the other MISK affiliates were permitted to open because its board member Mümtazer Türköne was on trial on criminal charges. Genel-Sen claimed later that Türköne had been dismissed from his office 6 months prior to the coup and petitioned the court for the reopening of the union. As a result the Ministry of Labour conducted an investigation and allowed the union to resume its activities, but stated that it could not hold an ordinary congress.

Consequently an extraordinary congress was held in April 1993 and the name of the union was changed to Türk Genel-Sen. The ordinary congress took place after the acquittal of Mümtazer Türköne, who was one of the defendants in the MHP trial.

In 1994 the name of the union was again changed to Genel-Sen.

In 1995 the union decided to abolish itself and to join the Adana-based Tek Genel-Sen and the head office was moved to Ankara.

The union reported 388 members in 1996, but has not reported any information about its members in 1997.

YENI BES-IS

(BARAJ, ENERJI, SU VE GAZ ISCILERI SENDIKASI)
UNION OF DAM, ENERGY, WATER AND GAS WORKERS

Labour union founded in Iskenderun on July 30, 1975 to operate in the energy branch, originally under the name of Türk Bes-Is; affiliated to MISK since 1993.

The union was founded by M. Nedim Turhaner, M. Aci Erzin, Mustafa Uyan, Sedat Sarar, Bayram Sökmen (temporary chairman), Ayhan Celener, Ahmet Kahraman, Kadir Tas, Nuriye Muallaoglu, Ismail Tuncay, Abdurrahman Diker and Erol Bircan.

The union held general assembly meetings on: 9.5.1976, 25.5.1979, 1.8.1982, 27.11.1983 (extraordinary), 25.12.1983, 27.12.1986, 23.12.1989, 27.6.1992, 7.8.1993 (extraordinary) and in 1996. The chairman of the union is Mustafa Uyan and its general secretary Hüseyin Özkan.

Already at its first congress Yeni Bes-Is adopted a resolution to join MISK, but this decision could not be implemented probably because its financial means were not sufficient to cover membership dues, and in 1979 it decided to affiliate to Türk Ulke-Is (Confederation of Nationalist and Pro-Justice Labour Unions).

The report to the congress in 1982 claimed that the union was organized in major construction sites all over the country. The report also stated that although the military government had suspended the activities of DISK, MISK and Hak-Is, Türk Ulke-Is remained open, and this was a proof to the honesty, usefulness and peacefulness of its affiliates. Some circles who resented this truth, said the report, had accused the union of assisting illegal organizations such as ETKO (Army for Liberation of Prisoner of War Turks) and PKK, but investigations had shown these rumours to be unfounded.

In 1989 conflicts arose inside the union and the former general secretary Mustafa Uyan applied to the court for the annulment of the congress held on 23.12.1989. The court found this request justified and placed the union under trusteeship until the next general assembly meeting. As a result, Bayram Sökmen who had been the chairman of the union since its foundation lost his position and went to Ankara to form a new union called Beysen-Is.

In 1993 the name of the union was changed to Yeni Bes-Is and it decided to affiliate to MISK.

The union has 1 branch in Osmaniye.

The union reported 65,000 members in 1979, 7,641 in 1982, 2,811 in 1986, 2811 in 1996 and 822 in 1997.
