Der Beitrag beschäftigt sich mit den Grenzen und Möglichkeiten der Beteiligung von Frauen in der philippinischen Politik, insbesondere auf kommunaler Ebene. Er versucht zu zeigen, daß es eine schwierige, aber nicht unlösbare Aufgabe ist, die Vorherrschaft von Männern und einer festverankerten Elite im politischen System herauszufordern. Denn die Präsidentschaft von Ms. Aquino kann keinesfalls ein Beweis dafür sein, daß Frauen in der philippinischen Politik eine den Männern gleichwertige Rolle spielen. Der Fall zeigt höchstens, daß Frauen sehr wohl in der Lage sind, hohe Staatsämter zu bekleiden, dazu aber auch aus der entsprechenden Gesellschaftsschicht stammen müssen.

Im ersten Abschnitt wird die Präsenz von Frauen in der politischen Landschaft der Philippinen beschrieben: wie viele Frauen gibt es in der Politik, in welchen Institutionen sind sie zu finden und wie erfolgreich ist ihr Engagement? Hier wird sich zeigen, wie groß der Einfluß traditioneller Strukturen in den Philippinen auf die Frauen ist: Politikerinnen kommen generell aus der Mittel- und Oberschicht und wie eine Studie zeigt, bedienen sich Frauen bei Wahlen der gleichen Mittel wie ihre männlichen Kollegen und nutzen die Vorteile ihrer Herkunft und ihres Geldes.

Das zweite Kapitel verfolgt die Geschichte der philippinischen Frauen in ihren Bemühungen um Anerkennung und Mitbestimmung von der Kolonialzeit bis zu den Jahren, in denen die ersten Frauengesetze verabschiedet wurden – angefangen beim Kampf um Grundrechte, wie dem Wahlrecht und dem Recht auf Erziehung, bis zu den hochpolitischen und ideologischen Auseinandersetzungen der Nachkriegszeit.

Es folgt eine Darstellung der heutigen Frauenbewegung und ihrer vielfältigen Wege, um Aktivitäten von Frauen und ihre Beteiligung am öffentlichen Leben zu fördern. Neben der ständigen Bildung neuer Frauenorganisationen beschäftigt sich die Frauenbewegung mit Fragen der Grundrechte, der Recht auf reproduktive und sexuelle Gesundheit, der Familiengesetzgebung, sexueller Belästigung und der Gewalt gegen Frauen. Zudem wird die Rolle von Frauen bei der Entwicklung des Landes und der Erneuerung gesellschaftlicher Strukturen thematisiert. Hierbei ist vor allem die dezentralisierende Strukturreform LOCAL GOVERNMENT CODE hervorgehoben, die Frauen auf kommunaler Ebene Möglichkeiten der Mitbestimmung eröffnet.

Anhand des Beispiels von PILIPINA wird die Arbeit einer Nichtregierungsorganisation gezeigt, die sich ausdrücklich für mehr Frauen in der Politik einsetzt und das Ziel einer Parteigründung verfolgt.

Zum Abschluß werfen die Autorinnen einen Blick auf die Chancen und Zukunftsaussichten für philippinische Frauen in der Politik

Woman in Politics: Limits and Possibilities
– The Philippine Case –

The paper seeks to identify and describe the limits and possibilities of women’s participation in Philippine politics, particularly at the local level of government. It will try to assert that challenging male and elite hegemony in the political system is a difficult yet possible task.

The first section of this paper describes women’s participation in the elite-male dominated political landscape: how many women have joined politics, in what institutions are they present, how effective has this participation been. It will show that the frame of traditional politics continue to influence even women’s participation. Many of those in the positions came from middle and upper class while one study indicated that women legislators attribute their election through kinship and money.

The next section traces the journey of Filipino women toward recognition and participation, starting from the colonial times until the Martial Law years. From the struggle to exercise basic rights as to vote and to be educated to the highly political and ideological struggle of the post-World war II Philippines.

Following that section is a description of the women’s movement in contemporary times including the various tracks they have taken to advance women’s participation in public discourse and activity. Aside from continuing rise of women’s organizations, the movement raised the issues of constitutional rights, reproductive rights, issues in the Family Code, women in development and nation-building, sexual harassment and anti-rape bills as well as adequate representation within the local government code.

The track taken by PILIPINA, one of the women’s groups visibly advocating for more women in politics, is then highlighted as a case study and their ultimate project of political party-building is discussed.

While the women’s movement continues to face the challenge of heterogeneity, disunity as well as the male-domination in politics and culture, the paper finally looks at the prospects and challenges.
