• Der Beitrag untersucht anhand aktueller repräsentativer Umfragedaten die Einstellungen der Bürger zu wesentlichen Aspekten der Reformen des deutschen Sozialstaats. Es wird gefragt, ob der sich abzeichnende sozialpolitische Paradigmenwechsel hin zum "investiven Sozialstaat" in der Bevölkerung auf Zustimmung stößt. Im Einzelnen geht es dabei um grundsätzliche Gerechtigkeitsorientierungen, die gewachsene Bedeutung von Eigenverantwortung, die stärkere Akzentuierung investiver Sozialpolitikbereiche sowie Maßnahmen der aktivierenden Arbeitsmarktpolitik. Die Ergebnisse zeigen, dass eine Mehrheit der Bürger die jeweiligen Reformen zwar grundsätzlich unterstützt, jedoch erfolgt ihre Zustimmung weder vorbehaltlos noch ist sie frei von Ambivalenzen. Insbesondere Reformen, die mit hohen materiellen wie immateriellen Kosten für den Einzelnen verbunden sind, werden negativ beurteilt.
• On the basis of recent representative survey data, this article investigates popular attitudes towards core aspects of welfare state reforms in Germany. We ask whether the emergent paradigm shift in social policy towards ″social investment″ is supported by the population. Specifically, we focus on general justice orientations, the increasing importance of individual responsibility, the emphasis on productive fields of social policy and activating labour market policies. Results show that while a majority supports the respective reforms in principle, this support is not unambiguous. In particular, reforms that entail high material as well as immaterial costs for the individual are evaluated negatively.
